According to Fabrizio Romano on Twitter, the Gunners are eager to sign players ‘that are happy and 100% convinced by joining the club.’
This transfer policy is seemingly a smart one on the surface as it allows Mikel Arteta and Edu to waive through targets who have no interest in signing for the club.

Indeed, this is what makes Arsenal’s pursuit of Manuel Locatelli that much more confusing.
Also reported by Fabrizio Romano, the Sassuolo midfielder is set on joining Juventus. However, Arsenal are willing to meet the price tag for the Italian international.
Moreover, the Gunners have been chasing Locatelli for the best part of the month. But, Locatelli is eager to make a move to Juventus, with the midfielder seemingly uninterested in a swap to the north London side.
