Bilic wants to bolster his squad for a promotion push after West Brom lost in the play-offs. And the ex-West Ham boss will hope to sell his project to Harper.
The 19-year-old played 30 games for the Baggies last season and is tipped for a bright future. But until his future is resolved, the Celtic rumours will persist.
