Report: Gerrard to be denied ‘fantastic’ signing as Rangers target blocked from summer transfer
Rangers will not sign Billy Gilmour this summer as Chelsea want the midfielder to join a Premier League club on loan, according to The Scottish Sun.
The Gers have been working on a deal to bring Gilmour back to Glasgow since December. They had hoped to convince Chelsea to loan the midfielder back to the club they signed him from in 2017 for just £500,000 as an academy talent.
But Chelsea are keen for the 20-year-old to stay in the English top-flight with up to six sides pushing for a deal. Gilmour was frustrated to only play 11 times last season and now wants to get regular minutes under his belt.
Norwich City are the frontrunners for Gilmour as their manager, Daniel Farke, has a good relationship with his Chelsea counterpart, Thomas Tuchel. The pair worked together at Borussia Dortmund and believe a move would work well.
Talks have already taken place over a deal to send the Scotland international to Carrow Road for next season. Any move would come as a blow for Rangers boss Steven Gerrard, who the Daily Record claim expressed his interest.
But Gerrard is unlikely to see Gilmour return to Rangers as Tuchel believes the Premier League is the only place the Chelsea midfielder would maintain his development. He made five top-flight outings last season, starting three.

Chelsea have dealt Rangers and manager Gerrard a big blow to their hopes of bringing Gilmour back to Ibrox. It will be unlikely that the Gers can convince Tuchel to change his stance and sanction the 20-year-old’s return to Scotland.
Graeme Souness had already suggested it would be a mistake for Gilmour to join Rangers on loan this summer. The pundit felt staying at Chelsea would be the best option for his development, rather than playing for a ‘lesser’ team.
It seems Tuchel feels the same and will rely on Farke ensuring Gilmour has a productive loan at Norwich. That will deny Gerrard the chance to work with a gem Jose Mourinho told talkSPORT is ‘fantastic’ with a Rangers move blocked.
