Cedric is actually said to be open to a move to the Turkish side, as he is not sure that he will be starting regularly.
Arsenal now look set to keep hold of Hector Bellerin, which may decrease the Portuguese international’s chances of playing.
Loan issues?
Fener’s offer for Cedric is set to be a loan with a view to buy, which may not appeal to Arsenal.
The Gunners want to raise funds this summer, and it is difficult to see how that transfer would help them.

If Fenerbahce do make a sizeable bid for either Kolasinac or Cedric it is unlikely that Arsenal would stand in their way, though.
Neither player looks set to play a particularly prominent role at the Emirates Stadium this season.
And a double deal may well suit all parties, if it can be pulled off, without it being a loan move.
